Dear Homeowners:

Please plan on attending the Eastridge Meadows HOA Annual Meeting scheduled for Tuesday, January 9th, 2018. (In case of severe weather, our back-up date is Wednesday January 19th.) Check in will begin at 6:30 pm. The meeting will begin promptly at 7 pm. We are expecting a large audience. So, please plan on arriving early.

Location: Hall of Fame room @ Blue Springs South High School

Directions: From the intersection of AA and Adams Dairy, drive south on Adams Dairy taking a left at the stop light into the school parking lot. Please park mid-way toward the back of the lot. The entrance to the room is at the Activities/Attendance doors. Signs will be posted on the door where to enter.

We will have a very full agenda for this meeting.

The Board met several times during the year to discuss possible changes to our codes and restrictions. Based on HOA Board and committee discussions with homeowners and recommendations we received from you, the Board met with our HOA attorney to have language drafted for two recommended changes.

  1. The first change to be put before the HOA homeowners for a vote is in regards to restrictions on temporary rentals. The amendment below is language that other HOA's in our area have been using to restrict temporary rentals and to allow HOA's greater control over rental property in their neighborhoods.

33. Short Term Leasing and Rental Limitations. Rental of Lots and residences within the Property by any Owner must be documented by a lease agreement and must not have a term of less than one (1) year. Exceptions to the one (1) year limitation imposed hereby may only be made by the Association through its Board of Directors, in writing and based upon extraordinary circumstances such as, but not limited to, the military deployment of the Owner. All requests for exceptions to the one (1) year term limitation must be in writing, made to the Association Board of Directors prior to the effective date of the lease. All lease agreements must be provided to the Association upon demand of the same from the Board of Directors and must include the requirement that the tenants and guests comply with all the rules, regulations, restrictions, covenants, and conditions of the Property as adopted by the Association (and its members) or as adopted by state, federal or local rules, statutes and ordinances. This requirement shall not relieve the Owner of any obligations or duties to the Association under the Declaration of Covenants, Conditions and Restrictions of Eastridge Meadows for maintenance of their Property, restricted uses and/or payment of any assessments. Any Owner currently leasing their Property shall be required to comply with the requirements imposed herein at the earlier of January 1, 2019, or the expiration of their current lease term. Violations of this section, and/or failure of an Owner or their tenant to comply with the provisions of this section may result in denial by the Association to approve renewed lease agreements between the Tenant and Owner, or suspension of future rentals for up to a year following the expiration of any current lease term.

  1. The second change is to increase the time allowed for boats, campers, RV's and similar vehicles to remain on property. The Board was concerned that the current limitation of 12 hours was unreasonable and is recommending that is be increased to 48 hours.

    Article VIII, Section 23 of the Original Declaration shall be deleted in its entirety and replaced with the following new Article VIII, Section 23:

    Section 23. Parking and Storage of Vehicles Prohibited. No school buses, tractors, trucks over ¾ ton, recreational vehicles, boats, unmounted campers, trailers, unlicensed or inoperable or partially disassembled automobiles or other motor vehicles or trailers shall be regularly parked in the open on any Lot or at the curb and in any event not more than forty-eight (48) hours at any one time.

  1. The third and last item up for vote is a Board recommended increase in our annual HOA dues from $50 per year per lot to $75 per year per lot. The original intent stated in the HOA governing documents was that Boards would raise the annual dues by 5% each year to keep up with current costs. However, no increases were enacted by any previous Boards for the last 20 years. The result is that the current annual assessment of $50 does not bring in the necessary revenue to maintain the HOA at 2017 rates. Nor, does it provide a mechanism for creating reserves for future maintenance activities.

The Board is strongly recommending all three of these changes be voted on and approved by the HOA members. In addition to these votes, we will be electing new Board Officers in January.
